Now, I found the letter to be well written & passionate. It screamed of an animal-lover through & through. So I googled Dr Tan Chek Wee & found that he has indeed written more than one letter to the authorities regarding poisoning of pigeons & the logic behind banning of HDB dwellers from keeping cats in their flats.
Yes, I know these are way old letters & I have probably been living in a well or something, having first laid eyes on them just TODAY. I think everyone should read the second link at least, as I find it informative & rather entertaining at the same time.
